asdfghjkllove: FIRST CREATE ANY TEXT SECOND GRAB A CIRCLE MARQUEE TOOL AND PLACE IT AT THE CENTER OF THE TEXT HORIZONTALLY  THEN MAKE A NEW LAYER. AFTER THAT GRAB A SMALL BRUSH AND BRUSH IT. (MUST BE COLOR WHITE) THEN CHANGE THE OPACITY AND YOU’RE DONE.
